Who was Hugo Grotius?
Hugo Grotius, a child prodigy from Delft, was jailed in Loevestein Castle during the Dutch Republic's religious disputes and escaped hidden in a chest of books. He wrote most of his major works in exile in France.
His Mare Liberum (The Free Sea) and On the Law of War and Peace earned him the title father of international law. He described a society of states bound by law and agreement, an idea Hedley Bull saw realised in the Peace of Westphalia. He also changed the idea of rights, which after him belong to persons, not things.
